Is it possible to have a site connected to the internet and just have it's users ONLY have access to that site and not other site?

Yes... with some sort of proxy server software...

couldn't you leave the internet connection off, and just burn the site in question to a cd or something?

I guess you just buy a router/firewall that will let you specify what you want. Not too difficult... Either that or you'd need software to run (as ADMIN) on each machine that you want to restrict.

Its for a client that wants to have a kiosk plugged into thier website.. and have it updated when they update they're site online.. but they don't want other sites browse-able.

Find something for the individual machine in that case.

host the site locally. dont connect it to a network.
