Any suggestions on the best way to accomplish these in HTML? A Google search yielded a ton of results for both DHTML and Javascript versions but I thought someone here may have some experience with them.

all you do is add a title attribute to your href's. like so:
< a href="[your link]" title="the text displayed" >

Well, I feel silly now. Too easy. Thank you.

Links like this were making me think it was much more complicated.

what did you search for?
i searched google for "html tooltips" and clicked on the first link.

I clicked that one but apparantly it doesn't work in Safari. Maybe I do need the DHTML wackiness after all.

alt tags are not the same as tool tips. alt tags are used for accessibility.
you need to use dhtml -> on rollover: show/hide layers

Use both title and alt, like this
because the google spiders do not pick up the 'title' tags - just 'alt'.

Alt tags aren't supposed to be displayed. As brozilla said they're for accessibility, like screen readers or those with images turned off. Title's the way you want to go if you want to keep it simple.
