there are a couple reasons for doing this.
1. keep the generally ignorant public frightened
2. put potential "helpful heroes" on alert and extra suspicious. it's actually more of a witch hunt type of action that may have nothing to to with terrorism and everything to do with getting the busybodies out there into helping law enforcement with "suspicious characters" (dark people)
3. set up a scape goat in case an attack actually does happen. "see we warned you!"
