Does the phrase "Contract to Hire" mean that you start with a freelance contract with the assumption that it leads to a full time hiring? Forgive my ignorance.

Generally not, I've worked Contract-to-Hire many times. Basically, you are signed in as a contractor, how they classify you is up to them. They could w2 you or 1099 you, etc. Get what I mean? You're not necessarily freelance.

especially if you are contracting with some agency, there are many levels of what they might consider you, but bottomline is that initially you will sign on at a certain rate and then if they want to hire you that contract becomes void and you sign a newbie.

I will ask if this recruiter calls me back. The job ad asked for salary and hourly rate.
