that's just the look im after in an animation. lights tearing across the screen leaving perfect strong trails. like the bike trails in Akira. Know what i mean?

hey man there are a few ways to do it, you can mess around with 3d and play with exposure there, or and this wont give you the exact effect but if played with pretty close, there is a filter in aftereffects/filters/time/echo this wil basically repeat the object you are moving but offset the time it appears if you add like 150 repeats you can prob. get something close to what you are looking for. hows that for a runon sentence!

If I was doing this I would use the filter called "Write-on".
This is a good tutorial on how to use this filter.http://www.creativecow.net/artic…
In addition I would use some type of blur and flicker effect, also use some dodge effects to get that glowing effect of the lines.
Of Course all this requires you to understand the basics of aftereffects like setting keyframes across a timeline,
and working with the comp window. This might sounds cheesy but it's so true: Aftereffects is easy to learn but hard to master.

Play with the Vegas Effect and apply and turn on the Layer's motion blur. Just off the top of my head.
