If I was doing this I would use the filter called "Write-on".
This is a good tutorial on how to use this filter.

In addition I would use some type of blur and flicker effect, also use some dodge effects to get that glowing effect of the lines.
Of Course all this requires you to understand the basics of aftereffects like setting keyframes across a timeline,
and working with the comp window.
This might sounds cheesy but it's so true: Aftereffects is easy to learn but hard to master.
