the newstoday for beatmakers - the best suggestion i'd have is http://www.ninjatune.net/forum/
you get good feedback from other peopel as passionate about music as you are. and by the sounds of it, your style will fit in with peoples taste in the forum.
with the drums - hip hop beats are usually based on dirty funk drums or are eliberately recorded at low quality to add dirtyness.
I recently splashed out on a couple of CDs full of royalty free loops that you can use "as is" or can chop up to make your own beats.
One was Block Rockin' Beats (heavy dirty rock beats) and The drummers of Motown (loads of motown style drum loops).
I'd never thought the quality etc on these cd's would be so good. but they are a good resource and saves a lot of time programming drums.

if ya wanna make some original stuff then go out and do some sampling and the hard yards- usen refills and cd sampler things aint gonna result in the most intersting of tracks.
