I'm working on a similar project, the trick is to use an array to count and load in and out bgImages while you are scrolling, email me and i'll send the file, or anyone else for that matter.
Another trick is to make you BackGround a gif, or jpeg high quality. it takes a while to load but once it's in the movie the processor doesn't sweat moving it around.

http://www.mixart.com/yoppi/I did lots of testing for the background scrolling using GIFs v JPG textures, modifying the detail in scrolling objects, etc. and my conclusion was to just keep any scrolling objects simple. Use as few gradients as possible and non animating objects. I also found a very small increase in porformance using GIFs over JPGs for textures but this was barely detectable.
The best RPG games I've seen always use very simple design in their characters/objects. Doesn't meen they don't look cool - just clean and simple.

The best scroll I could get was on this tile-based game I made a while ago:

It works really well until you populate it with baddies. I tried loads of stuff to speed it up. The baddies are not visible until they are one tile away from showing onscreen etc. but I'm not a great programmer so I imagine I was doing everything inefficiently.
Ultimately, the flash player is only so powerful and there is a limit to the speeds you can achieve. If you are looking for Director style smoothness, you'll struggle. Anyway, this site helped a lot:

I think this is something like mitsu was talking about -- sorry has no loader so may take a few secs to come up -- and it also has no content (i.e. you can’t do jack apart from going screen to screen -- just click on the swf then use the arrow keys) - I did this a few years ago - it's made up of 9 screens but the idea was there --I think :)

masking images is a memory/processer killer
you should just put a big block of black around it instead of masking it - just put the map and game screen/items on lower levels.
