Before doing anything I'll do a basic project estimate that includes a day or two of concept designs, or more depending on the size of the project. Then once the client has picked a design route to go down, I might need to give them a revised estimate for the rest of the work as certain design routes will take longer than others to produce and build.
Unless you're in a free pitch situation what's the point of giving away your time and possibly your designs for free? If they know they're being charged for it and they've agreed to it there's less chance of them taking your finished concepts elsewhere and ripping you off.
