Anyone still programming sites for flash 4 players?

My project manager insists that, because of the higher penetration, we have to continue using this old player. OK, so the difference is about 10% and the client will naturally want as many people as possible to view their site, but my argument is that the site will be quicker to build and be easier to update.
What would your argument be?

Everyone else is doing at least flash 5...
and 4 will soon be 3 versions behind...
ALSO... Why doesn't he just get you to do it in HTML, and then he'll gain another 10%.

I didn't even have to look at the chart to know 10% was wrong. Check again. It's more like 2%, which in web terms it negligible.
Make an MX version with an html backup and get 86%. (and going up all the time.)
MX gives you smaller files, can use video, components, and program much more easily. They efficiency of your work should also be a factor and Flash 4 action script is shit.
