to hire back or not

Here's the dilemma...someone was layed off about a year ago. We're in a position to hire again but not sure we want to hire the same person back. This person is a Flash/programmer type...not really a designer and we would like for someone who has more interactive DESIGN skills to carry us forward.
Worried that it will either piss or hurt the former employee's feelings. Should we just contact him and say hey, we're hiring but not YOU or just wait to see if he contacts us?

why the hell would you contact him to tell him you're hiring but you don;t want to hire him?

You could say that you're not reopening his position but instead starting an entirely new position, and invite him to apply for this new position.
dunno if that'll be good for the feelings part. but that way you can show it's a business decision not a personal one.

That's a good idea, kpl.
The reason we're debating whether to contact is that there's a chance he's going to see/hear about the opening and don't want hard feelings. Didn't part that way and he's a close aquaintance.

Friendships & Feelings don't have much place in the business world.
Make a business decision and you'll be better off. Make a decision based on feelings and you might be regretting it in the future.

kpl is right. tell him youre not reopening his posistion but youre creating a new one. give him the requirements for the job and give him a pitty interveiw. that way you can let him down easy when you tell him you found someone more qualified for that position and that you will consider him if something else comes up. it shouldnt take up that much of your time. if hes hungry enough he might surprise you if he feels like there's some copetition?
never burn bridges though. he might be an underling now but one day he might be in a position to help you out.
