kpl is right. tell him youre not reopening his posistion but youre creating a new one. give him the requirements for the job and give him a pitty interveiw. that way you can let him down easy when you tell him you found someone more qualified for that position and that you will consider him if something else comes up. it shouldnt take up that much of your time. if hes hungry enough he might surprise you if he feels like there's some copetition?
never burn bridges though. he might be an underling now but one day he might be in a position to help you out.
