Why behind the counter?

Why are cigarettes sold behind the counter at most stores or in a locked case?
Beer is usually sold at these stores also, yet it is in an unlocked fridge where I can get it and bring to cashier.
So the age thing is not the reason.
Being small enough to hide in pocket and steal is also not a reason. Candy and other stuff sold at these stores is also small and easily able to be shoplifted.
So why are smokes sold behind the counter or in locked cases?

Cigarettes cost more then candy, sherlock, they'd lose alot of cash. Just watch smokers and how they need their nicotine fix 24/7, first thing in the morning and even in the shower.

when i was little, i actually got a piece of paper, and made little ticks for each lick.
i knew how many licks it took to get to the middle of a tootsie roll pop.
if only i still knew...

criminals used to (and probably still do) steal cigarettes and sell them off...
smokes are an easily salable, high-demand product. and they cost a lot of money for the size they take up. so they make a good theft target, hense the locked case.
I heard a story of the Safeway near my house who had $2,000 work of tobacco stolen from an unlocked case while nobody was looking... the theives walked right out of the store with it.

Ya know what I think is weird?
Convenient stores sometimes have those bullet-resistant/proof walls that go around the counter. But in banks there's nothing (well, in the US).

well, you can get away with sticking up a clerk alot easier than with a teller...for one the feds aren't involved with small time 7-11 heists.
