  Yup, that's about it. With swift it's as easy as importing the ai file, clicking to extrude, and dragging and dropping a selected animation.

  You could do it with KPT Vector Effects. Create your frames and put each image on a different layer in Illustrator. Export to a .swf and choose option to export layers as frames. Import it into Flash
