There a plugin/program that will convert the motion images to vectors and fills (or at least it looks like it). It works well, judging from their site, but it's not perfect. If anyone really cares, I can probably dig it up, but try a search first, I posted it months ago.
3D apps will work, too. I know Max 5 has a toon shader that works pretty well (haven't tried it, though).

fuckf....good shit dude...I think thats more along the lines of what I was looking for...I thought there was an easier way to do it...and no one say the damn pen tool again...I know all about the damn pen tool and streamline

it's defintely cell shaded in max, or lightwave.
