word of mouth my friend. i can't tell you how many 500 and 1000 small gigs i've had to do in order to start landing some decent freelance gigs.
i did a 500 html site for a friend a month ago as a favor and now she's introduced me to a major record label exec whom wants me to start designing sites for the bands he signs.
it's all about networking. keep at it and good luck.

do you have any friends or relatives?
then you have work. do stuff for them and sooner or later they'll hear of someone needing work, they'll tell them about you and have them take a look at your work and whalla.... you have another client.
i've been pretty lucky having a bunch of relatives and friends with their own lucrative businesses and i've designed a ton of stuff for them. now they act as my salesman.

Market yourself like crazy. Don't be afraid of Blatant Self Promotion, for every person who complains there are probably ten who learn about you and your services.
Make sure everyone you know, knows what you do, and how to find you. Network like a motherfucker.
Also, do some work for charities. In many cases, there will be little or no pay, but the exposure is significant.
