vectorize photo?

hello, is there a certain technique to make a photography look like an illustration? I have PS7 and Illustrator.
links to tutorials or something would be great, I've already googled it but didn't find anything useful.

Most of us handtrace images in Photoshop, or Illustrator with the pen tool. There's no filter or app that can do it better than your Wacom and the pentool :)
Don't read a manual about it is my suggestion. When you learn it by playing you may find a way to do it a bit more original than most of what I see ehehe.

thanks! whew I thought I just had to reduce the amount of colors and it would look decent. guess not. well at least I have the weekend planned now; me and the trace tool!

Adobe Streamline... old simple program [at least my version is], but you can import jpgs, hit convert, and save vectorized file as .ai
the controls aren't great, but it's a quick option for, like paint textures that you scan in, or if you want to vectorize some hand-written text...
