Most of us handtrace images in Photoshop, or Illustrator with the pen tool. There's no filter or app that can do it better than your Wacom and the pentool :)
Don't read a manual about it is my suggestion. When you learn it by playing you may find a way to do it a bit more original than most of what I see ehehe.
