using XML or PHP takes a lot of backend work.
using flash that loads its content from txt files IS a form of 'dynamic site' .
the only problem being that whoever is entering the format would have to have a basic knowledge of html to format the text properly and put in links etc.
if your client is happy with having a (semi) dynamic site that they have to update from txt files then its an easy solution.
