This probably isn't exactly what you want, but if you go to the control panel, click on Performance and Maintenance. Next click on Administrative Tools followed by Event Viewer. In the Event Viewer click on System in the left pane. On the right look under the source heading for "eventlog". You should have a couple in a row. If you right click, one will say something about the service being stopped, and the other will say the service started.
I don't know how exact you want the time, but that should give you a reasonable estimate about when your computer was turned off and on.
