1. find someone else you could speak to in the company.
2. email to her asking about the status. CC this other person on email.
3. if the status does not get back to you or if status is not at somewhere you want it to be, note again that their help would be greatly appreciated for the project to move forward and to be executed smoothly.
4. HAVE THEM SIGN THE CONTRACT. GET MONEY or tell them you ain't doing shit.
