the bigger picture is that any website has a certain function and/or a certain purpose. if it doesn't fullfill this function or purpose it's not effective and thus redundant.
the function / purpose determines what you say, how you say it and what you use to say it.
so yeah looking at people, in this case, the target audience is very important but if you need to build a css site to do this or a flash site doesn't really matter as long as the tools you use solve the problems.
all this in a nutshell ofcourse.
