Arial is probably the closest you are going to find but like others said perhaps Verdana is a better choice. Arial never seems to hint incorrectly at small sizes in my erperience if your using 9 or 10 pt, and even the roman from the bold you cant tell the difference until you get to larger sizes.
Verdana I find to be much more readable. Mathew Carter has really designed and optimized both Verdana and Tahoma for on screen use.
