yea blaming climate change on dubya is plain silly. but the need for an internationalisation of the response to the issue is clear. there is no time for arsing around with interjections etc. The focus on dubya is simply to do with proportionality of impact and position of leverage etc
On the other hand US industry is making moves towards energy efficiency and co-operative legislative agreements etc mainly because they need to have good international relationsships even if their government doesn't. They are not driven by ideology but are driven by cash.
