i have a dell monitor at work and it is by far...the crappiest monitor i have ever worked on.
if you want a really good quality monitor with good dot pitch and refresh then go for ViewSonic or Sony.
refresh rate is the rate (measued in hz - cycles per second) that your monitor refreshes or redraws each line.
if your refresh rate is set really low sometimes you can see your monitor flashing.
if you ever see computer screens on tv and they have those weird lines running through them...that is the refresh rate you are seeing...it is because the cameras FPS is not synced up with the monitors refresh rate
