Party on private property is legal as you follow the rules of disturbing the peace (like loud noise or anthing that deems offensive by your neighbours).
even on private party are subjected to rules of the local and federal level.
best place to party is in international waters (re: Homer's party boat). there is no law in international water so you can really do anything you want. you can kill someone and no one can do anything. one thing is that if your boat is registered to country, you will be subjected to their law. but if yuor boat is not registered, you will hae true freedom.
i could do all the nasty things i want in the sea.
