Let's stop messing around with "does he or does he not have weapons of mass destruction" and bring Saddam up on charges of "Crimes Against Humanity". Announce to the people of Iraq that the we will occupy the country until Saddam is aprehened and a new democratic government is formed. Those in Iraq who stand in the way of justice will perish. Put a price on Saddam's head for his capture.
