i think he wants to store files on an ftp server, which clients can access.. however he wants a nicer/branded interface which the clients can use to access these files - most likely a html - rather than them using a program...
storing the files in a DB can bloat the db quite quickly.. i still think its best to store the files on a server and maybe have a db that references to the files if you needed to perform searches
