Start with a 12'x12' photo print of some paper. Hire a crew of air brushers, which shouldn't be hard to find with the current economy, and have them airbrush the embossed logo.
Take the poster and have a heard of elephant's trample it, for the wrinkled effect.
Then take a photo, reduce it to 12"x12" and have that scanned using a high quality drum scanner.
That should do it.
