i'd try to keep content headings down to one line and separate it from the sub-heading, otherwise hanging the text. "22" stucks up there near the title and the text feels a bit alone.
the double-spread is falling to the right creating a strange visual mass; maybe if the text starts on the left column (left page) and the photo on the 3rd it would balance. it would create a triangle that cuts the other's page rectangular block, also enhancing the contents.
and "the wider policing" and "steps" blocks have double space between them.
