depends upon the search engine.
some read them all, some read none, some stop after x characters, etc.
the bigger point is to get your client to identify their target audience, take an educated guess at phrases they'd expect that audience would use, try it, wait 3-6 months, then see where they stand and either work with you or pay a designated search engine optimization company.
and the winner for today's worthless run-on sentence is...
