    A verbal agreement is a contract, it's just harder to enforce because it's not tangible. It sounds like the tenant is being a dick, not you. If you are sticking to the agreed terms, good on you and hard cheese for him. With no lease per se, he has little grounds to take you to arbitration for the disputed amount or even the amount you owe him. That said, as a landlord you have two weeks to give him back his deposit in full. The lack of a written agreement could be making your life difficult, but in the end, I think you'll be fine.
