Landlord vs Renter

OK.. i am the landlord and i have renters living in same house as me.
All of them are there without a signed lease. although i offer them a chance to sign one.
One moved out a month ago.
He paid a $600 deposit that i verbally agreed would be refundable.
there were about $170 in bills owed after he moved out and so i will deduct from Deposit refund. He disputes half of the $170.
i also told him that i would refund the approx. $430 due over a period of a couple paychecks and he said that was ok...
now, it seems like he might be unhappy with the disputed amount as well as the timing of the full refund.
now, i am a fair/honest guy and i always have been.
what rights does he have since he didnt sign a lease.. even though i offered the opportunity for them to sign one.
if he is a complete dick about this whole thing then do i really have to give him the money back since there was no lease?

i do plan on paying him, but with holidays and all i do not have all the money to give him and so i am planning on giving it to him over a few months... which on monday he said was fine... and now i get a "stern" email from him saying things need to be resolved basically now.
so, without a lease... what are his right to make a demand about when it should be refunded?

he wouldn't have any legal rights if he didnt sign the lease, but he can sue you in a civil suit.

and i was under the impression he would live there longer than he did... but he did give me 30 days notice... not in writing though...
like i said.. i plan to give him the $430... but not the disputed amount of $170 because i am right about the bills and also i am not going to give him all the money this week... cause i do not have it all and he agreed originally i could pay back over a few payments...

in the future, always have the tenant(s) sign a lease. Should be a requirement. If not a formal lease, some sort of written agreement, even if it just carries over from month to month.
best of luck with your current situation. I wouldn't split the 170.

i said i would pay him the $430. and he verbally agreed monday that i would be ok to make payments. and now he seems to be changing his mind a bit.
although i think according to VA laws i have 45 days which will be Dec. 15... so he would have no rights to demand it by this week even if had any rights at all.

tell him that you spent his deposit money on supplies for a surprise christmas party for him but now that he is leaving you're having a hard time getting the money refunded from "Itchy the Christmas Stripper"
