The way to go about it would be one app.
Users pay money to unlock features and output formats.
i.e. you would have bitmap tools and you could pay to unlock vectors tools or web tools.
or you could have bitmap output, swf output, video, etc.
That way you could buy, for example, bitmap and vector features with only video output options. you would get only the tools and output options you use and need. The learning curve would also fit your needs and you won't have to have different vector tools for PS, AI and AE as it is now.
Some hi-end apps work that way—you have everything and you can unlock features and output formays.
