Abelton Live! can be used as a main tool, however, yes it's more for importing samples and triggering them, either live or when you are actually mixing and recording for playback. Let's say you want to plug in your synth/guitaro and record it, then fine Abelton is capable of this as well with MIDI recording. Propellerheads ReCycle format .rex or .rx2 does virtually the same thing, however Live! let's you REALLY tweak the sh*t out of a waveform and keep the integrity of the sound. IE, pitch/tempo bending.
