Your dad may want to acquant himself with Add/Remove Programs in the Control Panel.
It lists how often you use the programs, how much space they take up, etc.
There is also "Disk Cleanup" under the system tools which removes temporary internet files, temp files, anything that was cached and lying around.
If he's got lots of shit programs on the computer, like dads tend to have, he might even want to do a complete wipe and start from scratch, especially if he's been running it in the same disorganised dad style for a while.
Dunno, good computer maintenance is a learned thing, not so sure they make programs for it.
