I think a lot of it is as simple as people don't know how to be polite when giving constructive criticism.
When I am giving criticism, I always try to praise something else before giving the "have you tried...?" This can be much more constructive than saying "This doesn't work. Move this. I don't like this..." etc. I've found that I respond best to crits delivered in this manner and other people seem to respond better when I deliver criticism in this way.
