Illustrator can export to a layered PSD, but results can be iffy (and it got worse with CS). It seems if you have any effects or transparency applied to any object on any of the layers in Illustrator, it'll flatten the entire thing on Export. If you remove all that stuff and try again you MIGHT get it to export to a layered PSD. It usually takes me a few trial and error attempts until it works and then I have to recreate the effects in Photoshop...drives me nuts...I swear it worked better with Ill 9
