I've gotten most of my clients through word of mouth and an outsourcing agency. I use ArtSource over here in Seattle. I'm still a beginner in the industry but it seems that if you go out on as many limbs as possible, one of them will pull through and get you repeat business or new business.
IE I went to work at a company doing a one-day javascript job and I didn't know javascript well at all. But they saw my flash talent and have been working there for a month doing flash production.
