this exact same thing is happening to me. damn frustrating.
i'm pretty sure it has something to do with my ISP, but their tech support is worthless unless you're looking to have your bloodpressure raised.
in theory, the passive ftp thing should work, but it didn't for me.
btw, my isp claims that they do not block ip addresses. anything else along those lines that it could be?
