This is a very vague question? "Best" is a subjective term and it depends on what you're interested in. Safe and quiet neighborhood? Close proximity to night life? Bars and restaurants? Parks? Etc, Etc.

There are deals to be found all over the city if you look hard enough, but for the most part 1500 won't get you much in Manhattan (with the exception of a studio and a place uptown in Washington Heights).

Brooklyn is pretty expensive, but if you have a roommate or a few, you can definitely get a decent-sized loft in Williamsburg or Bushwick. Also check out downtown Brooklyn, Fort Greene, etc. Expensive, but deals can be found.

In Queens, check out Astoria, Long Island City, Jackson Heights, and Sunnyside.

I'm in the Bronx and if you are really that interested in moving here, you can definitely get a 2 bedroom for 1500. I live in Pelham Parkway/Morris Park neighborhood. Real nice, but no nightlife and a bit of a hike downtown.
