i am from baltimore, moved to dc, and moved back. it is much cheaper than dc and is only 45 minutes away.
the poor people have definitely not been oppressed. most of them are junkies. i live in an okay neighborhood and the guy next door is selling h. there is a lot of that going on araound here. other than that, it's a fun place. property values are getting too high though. if you are looking to buy, stay away. it is one of the most "unique" cities i've been to in the world. it will either grow on you or you will hate it.
the job scene is not good here, but there are plenty of places in the area around dc. baltimore advertising is kind of a joke, i know a couple of the agencies are trying to change that though.
