I'm from Baltimore, and compared to Tampa its like paradise. Yes, there is a high crime rate and if you are white you are the minority, but unless you are a racist bigot it doesn't feel uncomfortable. Baltimore is also the least segregated city in America. People there are a lot more friendly than they are down here, and it has such a nice mix of architecture and style, ranging from Old European to horrible 50s rowhomes to ultra modern structures. The music scene is awesome and there are over 600 design firms in the area. However, there are even more in DC and unemployment rates are pretty high in Charm City right now. And by the way, the closest beach is only about 2.5 hours away, and it only takes about 25 minutes to get out of the city and into nice rolling hills and farmland.
I guess my biggest gripes with B-mo was that the summers are hot and humid, the roads downtown are crap and the city doesn't focus enough on the bad areas or attempt to clean them up. But it's a great city, and there are definitely decent affordable places to live there, much more so than DC or Philly.
