flash effect?

  The effect is done in Photoshop using mosaic effect or scaling an image only a few pixels wide horizontally. Then this stretched image is imported into Flash as PNGs or PSDs or something. Then you animate the bitmap images (as opposed to vector) in Flash. Why? Do you want to copy it?
