I agree - it totally depends on the client. Some people want an entire identity packagecomplete with a style guide tha tillustrates how to use the logo on different media, color/font breakdowns, etc. and they expect to pay $500 - $1000. On the other hand, there are small businesses that you won't be able to sell tham a $1000 package no matter what you say.
Ask them for a document or email with some company background - what they want a logo for, who will see it, where, who is the target audience, etc. From there, evaluate what they're expecting and quote accordingly.
ie. If they give you a 3 sentence response, they're expecting a 3 hour logo design (not a 3 day one).
