  I'm a designer and not a developer, but couldn't you set up Dreamweaver to code the way you want? I get the impression that it's highly customizable. I know a lot of people will automatically dismiss a WYSIWYG program, but I think it deserves a chance.

  I could be wrong. I'm no expert.
