I still say it makes no sense for a web designer to not code HTML/CSS. I have only worked in small firms, so maybe I am missing something, but I do know that whereever I have worked a web designer would not be considered for a job unless they have some knowlege in what makes up the web. To design the web does not just mean "good photshop skills". You need to understand information delivery and layout concepts that are unique to the internet. I find it hard to believe one could do this effectively without an understanding of the technology. It's like having 3 people hang a picture, one to hold the nail another to hammer it and a third to hang the picture. I don't know about anyone else, but I'd rather have someone who can handle that him/herself.
