Well that's fine and dandy when your working with vector data only, but wont work if you throw the tiff in the mix.
Unless. You meant you'd use a lower resolution version of the image just for the editing/composition and then switch to high res when you were done. But even in that case it wouldn't help any to keep the physical measurements lower than the final version. If that's what you meant :P
By the way: if you scale the tiff up a lot, it doesn't make that big of a difference whether (how the fck do you spell that word again?) you do it in PS or ILL. Either way, you're fucked. A lot of times you're much better off just using a lower resolution. That is, if you don't know how or don't have the time to retouch the image after you've resized it. And maybe even in that case.
