zzzzz.. the FBI knew long before this document that Bin Laden was motivated towards striking within US Borders, i don't think ANY administration prior 9/11 would've released a general warning to the public, we're a reactive society and until the unthinkable happens we're slow to introduce change. i really don't think this is problem specific to the Bush administration, but to our security [before 9/11] as a whole.
