I was refering to the fact that us and japan have been to a war with each other. and not just A war but THE war. That's why the term is racist (or disparaging as dictionary.com insists). That's why "gook" is also a racist (or, once again, disparaging term) term. I don't know the roots of the term "scot", but even if has once been used as disparaging word for those barbarians living up north by the king and his men in luvly londinum, it was such a long time ago that the bad "taste" seems to have washed away.
for me, even though i'm white and count my self as liberal minede and in no way racist, both terms seem ok. it may be that my country (estonia) has never been to war with these countires (japan and scotland), or it just might be that i don't see the point of seeing shorter versions of names of countries as being racist.
that's about it...
